Law Library

The Law Library is a public library that serves the legal information needs of self-represented litigants, legal professionals, the judiciary, and county and other governmental officials. Public access to legal information is a critical component of open and equal access to the justice system. The Law Library’s mission is to provide customers appropriate access to accurate and practical legal information.

Borrowing privileges are available to court staff and licensed Virginia attorneys. Attorneys that are members of the Loudoun County Bar Association may also apply for “after-hours” access to the Law Library.

• Internet access and Microsoft Word are available on three public computer stations.
• Printing: Black and white photocopies and/or computer printouts cost 15 cents per page.

• WestlawNext allows for keyword and natural language subject searching of Virginia and Federal primary and secondary sources, forms and textbooks.
• Gale Legal Forms database provides access to legal, business and personal forms and template documents, including many that are specific to Virginia.
• Law Library Kiosk provides access to Virginia forms and templates of standard court documents.
• Small Business Resource Center covers all aspects of operating a business, including accounting and tax resources.

• Reference and research assistance is provided to all users. Reference services are available by phone, in person or email.
• Attorney referral information about local agencies, programs and attorneys is provided to pro se litigants who need assistance.
• Work tables and a charging station for mobile phones are available for patron use.

Free notary services are available on a drop-in basis but appointments are recommended. Some important information before you come in for notary service:

• Documents must be signed in the presence of the Notary Public after the presentation of a valid photo ID.
• Documents presented must be in English and able to be read by the Notary Public on duty. 
• Certified copies of birth, death or marriage certificates are not available through a Notary Public and can be requested by the issuing government office.
• Witnesses to signatures may not always be available based on staffing. Please consider bringing required witnesses with you.
• While appointments are not required, they are recommended to assure that a Notary Public is available to assist you in a timely manner.
• In order to assure that there is time to complete all necessary documents, appointments will not be taken within one hour of closing.
